16 March 2009 - FRANCE COMMITS R16 MILLION TO SA'S ANTI-CRIME EFFORTS

The governments of France and South Africa have a signed safety and security-related cooperation agreement that will see the French government commit more than R16 million to safety capacity-building in South Africa.

The announcement was made in Pretoria on Monday at the signing of the agreement between French Ambassador to South Africa Denis Pietton and Minister of Safety and Security Nathi Mthethwa.

The agreement, known as the Enhlangano Project, is aimed at strengthening the capacity of the South African Police Services in the fight against transnational crime and terrorism ahead of the 2010 FIFA World Cup.

The project will encompass a financial commitment of €1.26 million (R16.7 million) and will focus especially on maritime policing (sea border policing and coastal monitoring) and border control, specialised interventions, experience sharing with detective and crime intelligence services (including a regional level), and police forensic capabilities-upgrading.

Speaking at the signing of the agreement, Pietton said, "The safety and security-related cooperation between our two countries is well established, dynamic and opens wide perspectives, particularly as the South African security forces are currently facing major challenges, linked to the preparation of important events such as the upcoming 2009 national elections and Confederations Cup, and the 2010 Soccer World Cup."

"France is honoured to share its expertise with the South African Police Service, and is heavily committed to supporting South Africa's endeavours to reinforce police capacities, as a major element in the general policy of Safety and Security, for the benefit of the South African people," he added.

"The very nature of this global community makes it all the more easier for criminals to exploit lack of integration and cooperation in global initiatives," said Mthethwa. "I'm pleased that our governments share a common determination to defeat crime, as well as to reinforce our capacity to respond to terrorist threats."

He added that sharing of experiences, information, skills and knowledge was critical in the effort to defeat crime and that the training of SAPS members in specialised fields would strengthen national crime fighting efforts.
